Villalona Situation Should Signal Changes to International Signing Rules

Incidents like this happen almost everyday; two people, likely under the influence of alcohol or drugs, end up in a dispute. While most of these situations usually end up with some pushing and shoving, or even a punch or two being thrown, on occasion the violence can escalate in which someone is injured, or worse.
